From the WDVR site (2006):
WDVR FM is a Non-Commercial Radio Station. As such it does not air commercials but depends solely on listeners and local business owners for income. WDVR receives no federal funding or large corporate grants and is not licensed to any college or university. It is totally independent. All WDVR’s funding comes only from the public.WDVR, now in its 17th year of broadcasting, operates with a staff of over fifty, unpaid volunteers. Our volunteers give of their time freely, to provide the public air waves and the World Wide Web a uniquely diversified format of programming, 24 hours a day, 365 days a year.
